HAZMAT Endorsement (HME) Threat Assessment Program

HAZMAT Endorsement (HME) Threat Assessment Program is required for any driver obtaining, renewing, or transferring a Hazardous Materials Endorsement (HME) on a state-issued Commercial Driver's License (CDL).  The program requires states to perform risk assessment checks including criminal history records, legal status, and international database searches.  Drivers renewing HME on a CDL must begin the application process no later than 30 days prior to the expiration of the CDL.  Drivers transferring HME endorsements from another state may not be required to complete the process again if the new state issues the endorsement with an expiration date within five years of the previous assessment. 

Applicants may apply online for an appointment at https://universalenroll.dhs.gov/, but it is not required.  Walk-ins are welcome.

  • Unexpired Driver's License
  • Unexpired Passport (or expired if within the last 12 months)
  • Certified Copy of Birth Certificate

After the TSA receives the fingerprinting results from the FBI, drivers should receive return notification within 45 days.
